DGFT launches credit assistance scheme for E-Commerce pharma exporters

The Government of India has introduced a new financial support initiative aimed at strengthening the role of Micro, Small and Medium Enterprises (MSMEs) exporters in global e-commerce. The scheme, titled Credit Assistance for E-Commerce Exporters, has been launched under the Export Promotion Mission (EPM)-Niryat Protsahan by the Directorate General of Foreign Trade (DGFT). The intervention has been implemented with prospective effect and is designed to improve access to working capital for MSMEs participating in international value chains through digital commerce platforms.

The newly introduced initiative focuses on addressing a key challenge of limited access to affordable working capital faced by MSME exporters. Through this intervention, the government aims to enable small exporters to manufacture and maintain inventory in anticipation of international demand. By doing so, MSMEs will be better positioned to scale their operations and increase their participation in global markets through online trade channels.

Under the scheme, banks and financial institutions will receive credit guarantee cover for the financial assistance they provide to eligible exporters. This support will be extended through facilities such as cash credit, overdraft, and other forms of working capital financing. In addition to the guarantee coverage, the scheme also includes an interest subvention component, meaning exporters will benefit from reduced interest rates within the limits notified by the government. The combined support mechanism is expected to make borrowing easier and more affordable for MSMEs that rely on e-commerce exports.

The intervention is being implemented on a pilot basis in collaboration with the Export-Import Bank of India (Exim Bank). The pilot approach will allow the government and participating institutions to collect feedback, gain institutional learning, and refine the scheme through data-driven adjustments. This phase will help policymakers assess the practical effectiveness of the programme before considering broader implementation.

According to the guidelines issued under the initiative, support will be available exclusively to eligible MSMEs involved in international e-commerce value chains. To qualify for credit assistance, enterprises must hold an active Importer-Exporter Code (IEC) (not in the Denied Entity List) and a valid MSME Udyam Registration Number.  New MSMEs can also participate if they have at least one year of regular experience in domestic e-commerce operations.

Exporters seeking assistance must also demonstrate a proven track record of at least six months of exports through postal or courier channels. Eligibility may also include businesses that maintain inventory in overseas warehouses for e-commerce fulfilment or those storing stock in warehouses developed under the E-Commerce Export Hub facility. These conditions are intended to ensure that the scheme supports businesses already engaged in active export operations through online platforms.

The credit assistance programme is also designed to provide flexibility in repayment structures. Since many e-commerce exporters experience fluctuating sales cycles and variable cash flows, the intervention aims to accommodate these financial patterns. By offering adaptable repayment options, the government hopes to make financing more practical for MSMEs and encourage sustained export activity through digital channels.

The detailed operational framework, including application procedures, reporting requirements, monitoring systems, and verification mechanisms, has been outlined in the guidelines issued. The initiative has also been opened for stakeholder consultation in line with Paragraph 1.07A of the Foreign Trade Policy (FTP) 2023.

Officials say that the scheme will play an important role in boosting India’s cross-border e-commerce exports. By improving access to credit and reducing financial barriers, the initiative aims to empower MSMEs to expand production, maintain export inventories, and compete more effectively in international digital marketplaces. The programme seeks to scale up India’s global trade conducted through e-commerce platforms while strengthening the position of small and medium exporters in the global supply chain.
